Previous Projects

We have been involved in many projects across the globe, including:
  • Cambodia: long-term capacity building for the ministry responsible for rural roads, including development of road asset management systems, improved axle load controls, development of private sector capacity and reorganisation.
  • Myanmar: Provision of training to local Ministry staff in pre-qualification for internationally funded road contracts; planning; and principles of road asset management. Developed and implemented a suitable road planning, budgeting and monitoring system, including development of smartphone based data collection application (RoadMark), database management system, planning and budgeting systems, GIS mapping and reporting systems.
  • Myanmar: Review of the nation’s rural road agency and development of revised organisational structures, staffing levels, control mechanisms, KPIs, and funding requirements.
  • Suriname: Organisational, Institutional, Technical and Financial review of Road Authority and development of strengthening measures, including axle load controls, road data collection and management, reorganisation and staffing levels, policy reforms and strengthening of road user charges and road funding.
  • Rwanda: Assessment of road network budgetary needs and development of proposals to strengthen existing funding arrangements for roads in Rwanda. Assessment of existing HR capacity in the Road Maintenance Fund organisation and development of capacity building measures.
  • Nepal: Detailed review of roads sub-sector in Nepal and development of specific measures to improve road maintenance management. Specific areas of focus included road funding, road user charges and financial management measures, institutional strengthening to public and private sector institutions, including road agencies, ministry and road fund; data collection and management; and road management systems; sharing of data; policy reforms and multi-criteria planning and budgeting approaches. Development of costed, detailed programme for implementing the proposed reforms.
  • Uganda: Development of the country’s 10 year strategic plan for maintaining and developing the country’s road network (covering all roads), including development of strategic policies, institutional reforms and capacity development, road funding, road safety issues, and urban road management.
  • Uganda: Development of the first comprehensive, commercial style strategic and business plan for the National Roads Authority, employing approximately 1,000 staff and responsible for managing 20,000km of National roads. This included approaches to commercialisation of various internal functions (e.g. Force Account operations), use of commercial costing and developing KPIs for each part of the organisation.
  • Nepal: Development of alternative institutional reforms for Nepal’s road management functions, with extensive client discussions and facilitating a large number of workshops involving all levels of management.
  • Ghana: Development of alternative institutional reforms for all of Ghana’s transport functions, based on extensive client discussions and facilitation of a major 2 day workshop, involving all levels of management for all transport modes.
  • Tajikistan: Review of the government’s institutional arrangements for managing roads (and in particular, heavy plant equipment) and development of recommendations for their commercialisation.
  • Poland: Evaluation of the viability of adopting a PPP approach to the rehabilitation and maintenance of a key road corridor in Poland.
  • Uganda: Development of a comprehensive reform to the roads sub-sector, including detailed recommendations for the establishment of a new national road authority, covering organisational structure and staffing levels, funding requirements, KPIs and legislative changes.
  • Armenia: First post-Soviet survey and assessment of network needs across all national roads.
  • St. Lucia: Development and oversight of road inspection surveys (using local staff), training of local staff in monitoring, managing, analysing and using road-related data, development of simplified road management systems. Also responsible for developing proposals for institutional reform in the sub-sector.
  • Malawi: Development of the planning function in the newly created National Roads Authority, covering all public roads in Malawi. This included the development of planning systems, training of local staff, detailed design of a contract management system and detailed responsibility for developing ToR and procuring consultants to undertake a road data collection survey. “Client side” involvement throughout.
  • Philippines: Assessment of national road network maintenance and rehabilitation needs; and development of institutional reforms to strengthen the management of roads at the national level. Involved extensive client consultations and workshops.
  • Philippines: Development of strategic planning and integrated programming approaches for roads with the Department of Public Works and Highways (DPWH). Included policy formulation and extensive discussions with the client organisation.
  • Other Countries: We have also been involved in other similar, road related projects in Latvia, Bulgaria, Indonesia, Malaysia, Croatia, Czech and Slovak Republics, Trinidad & Tobago, Sri Lanka, Bangladesh, Tanzania, India, Liberia, Libya, Nigeria, Eire, Libya, and numerous projects in Australia and the United Kingdom.

We also have substantial experience as:
  • Keynote speaker on road management issues at numerous conferences in many countries across five continents. We have also provided training and tutoring/mentoring to help senior executives and mid-level managers with their communication skills and materials. 
  • Workshop facilitation at many workshops on road and transport management issues in dozens of developed and developing countries.
